Fire safety inspections taking place this spring

The Saskatchewan Health Authority is committed to the implementation of effective fire management strategies which support our facilities’ top priority: patient, client, resident, staff and visitor safety. Increased service needs and surges in health-care requirements demand that we be diligent in ensuring Fire Safety Code violations do not exist in our facilities.

In the spring of 2018 the Regina Fire Department will be conducting detailed Fire Safety inspections of Regina General Hospital, Pasqua Hospital, Wascana Rehabilitation Centre and Regina Pioneer Village. Together, we need to be prepared for those inspections and work on the broader Fire Safety Audit in order to update and create a comprehensive Fire Safety plan for all of our facilities.

In February, town hall meetings were held with management staff to make them aware of common fire code violations and to start a discussion about how we can work together to find solutions. More than 100 managers attended these sessions, which demonstrates the importance of this work and commitment we all have to improving the overall safety of our facilities.

Frontline staff and physicians play an important role in identifying areas of concern and bringing forward suggestions for how to address common violations, including:

• The use of extension cords to piggyback power strips or electrical cords connected together to get electricity to where it is needed. The lack of adequate electrical outlets as required and the use of extension cords in place of permanent wiring must be identified and addressed.
• Fire exit obstruction in hallways and the use of ‘Parking Zones’ for the storage of equipment not being used can prevent people from safely escaping in an emergency situation. There must always be a consistent effort to ensure clear paths of egress at all times in the event of a fire, smoke or other emergency situation.
• Equipment must be readily available when it is needed, yet it cannot be stockpiled or stored in hallways and corridors. No amount of clutter which may impede the safe exiting of any facility during any emergency will be allowed.
• Patient volumes on units need to be managed in a way which ensures proper care is provided, confidentiality is protected and safety is maintained. Obstruction of fire alarm ‘pull stations’ can no longer be tolerated.

In the coming weeks, your area will be visited by personnel from security and parking services, with the goal of helping areas identify violations and work collaboratively to come up with solutions. Weekly reminders about common violations will also be promoted via the eLink newsletter and may also be addressed by your manager during regular huddles and wall walks.

We understand the challenges of constantly changing environments faced by individual healthcare units and departments. Fire safety initiatives and the Fire Safety Plan that is being created will need to demonstrate a balanced approach to safety and operations realizing the limitation of our spaces, infrastructure and demands of patient care. Some solutions may be simply a change in behaviour. Some initiatives will be more complex and will require more detailed planning.
